No, not at all. Linux has support for arm since years. You misunderstood the change in the 3.7 kernel: it simply begins to unify the various arm architecture supported by the kernel, so that one compiled kernel may be run on various arm architectures.
The N9 has already full Linux support, as Harmattan is based on it. Same for Android devices, N900, etc.
