I don't see why not. You could try to compile it in scratchbox and see. It's often just a matter of apt-getting the necessary -dev libraries, and running ./configure && make (no different from compiling for the desktop).
If it builds easily I'm sure you can persuade someone to package it.
[edit] on second thought I think getting the necessary -dev packages for codecs might be a pain (it seems no one has yet packaged these for Harmattan?) and ones packaged for Fremantle would have to be used instead. Some (quite old ones) can be found here:
