I connected with Wifi. but still doesn't work

Current Phone IP:
Code:
169.254.95.183
My pc ip 169.254.23.154
network type: ad hoc
rate: 54mbps
encryption type: none
wireless mode: 11g
channel: 1

then I tried on Vlc.. but It says:
VLC is unable to open the MRL 'http://169.254.95.183/9000/stream.avi'. Check the log for details.

And how can I use it with USB?
