Looks like you are missing at least the files:
/usr/lib/hildon-control-panel/libcellularsettings.so
and
/usr/share/applications//hildon-control-panel/connui-cellular-settings.desktop

But could be more damage ...

I would try to find these in a package from repo and reinstall this/those package(s).

OK, took me 5 seconds to find the package.
Here is the spoon fed:
ii connui-cellular-settings 2.118+0m5 Cellular UI control panel applet
apt-get install --reinstall connui-cellular-settings
