Sorry about that.
For dpkg -i, you put the location of the id3 deb after the "-i" .
So if you placed the libid3tag0_0.15.1b-8_armel.deb on the root of the internal memory card you would type:
dpkg -i /media/mmc2/libid3tag0_0.15.1b-8_armel.deb

But I just saved the deb that was attached to that post and installed it from my memory card in red pill mode using the application manager.
