yep, sorry to have to point this out, but all the hush about "pre-order" is all about that $€ŁĄ getting in (long) before any device is manufactured sent out
that's why.
Other option is that they are trying to figure out how much the device is going to sell, so they can adjust manufacturing volume. It's not good to have shortage in supply, but it's certainly no good to end up with truckloads of unsold devices either.

Other thing is, that they might be able to get "best of both worlds" if the design is truly modular, so that hw keyboard can be added later. This makes sense in at least two ways:

- different markets have different keyboards layouts and character sets, so by making it add-on they don't have to spend on expensive localization schemes in manufacturing the phone itself

- When there is only one device that fits both hw keyboard users and those who don't need one, you only have one device to support, which is more cost effective and efficient when all kinds of resources are limited

It all boils down to question, if add-on keyboard can be made sturdy and slim enough.
