Actually yes. The reason why this other device can't connect to the internet is that they try to route thru your device and you drop their packets.

It's basically a MitM attack (arp spoofing) and can be used to steal peoples unencrypted usernames and passwords. Be careful where you use it as it might get you into some serious trouble.
