That just means they are upgrading their license to a new version of the GPL. The old version was under GPL 2, now it is under GPL 3.

Anyway, I really hope to get a Qt based maemo. A webkit based browser is IMO going to be much better than microB. I think Qt is in general prettier and more resource efficient than GTK, and being able to run KDE apps like Koffice or Amarok is going to be a huge selling point.
