It should "prepare the device for possible network operator updates" (whatever that means).
I wasn't able to find any string in the binary, so no clue about it.
However the package lists libisi1 among its dependencies, i.e. access to ISI library, which is about the grps modem. Considering that the execurable is so short, my guess is that it just make some configuration changes in the modem section.
