About flashing you need read more detailed the flash guide...
0. Disconnect your phone from pc (usb) -> long press on power button to shut it down (8 sec)
1. Press start -> run -> write cmd and press enter
2. Go to flasher directory (where you installed it, for example:

cd\program files\nokia\flasher

3. Copy rootfs.bin file to flasher directory: \program files\nokia\flasher
4. Write flashing command only for rootfs and press enter:

flasher -f rootfs.bin -f

rootfs.bin = your rootfs image that you downloaded.
5. Accept it from popup window (if you will get it)
6. Connect you phone to pc via usb cable
7. It automatically start flashing process.
8. When it completely finish, wait 3-5 sec and disconnect your phone from pc.
9. Phone automatically will load itself.
