Would you provide an example video, as "1 MB/s VGA" means almost nothing

But, in general, most of the videos should be HW accelerated through DSP. IIRC MPEG1 is not, but it doesn't really matter much as AFAIK this compression is outdated since long ago. Given your setup is not broken . And the only videos that stutter are 720p H264 medium and high profile (with harmattan codecs ofc) and above. For stock codecs if the video is playable at all it does not stutter.
