If I remember correctly with harmattan it is not possible to downgrade firmwares, there's no way to fix that. Regardless of where the device came from or whichever locale firmware it has installed its not possible.
You might be able to solve issues by trying alternative programs and seeing if the program still exist. If the issue still persist its probably issues with the underlying system fault and/or hardware fault. There's no easy fixes if its a system fault unless you intend to go down inception path and try to fix it up installing older/varied programs. If its a hardware fault, the only way is to get it fixed by replacing the faulty hardware in question.
By the way, just a forewarning that using inception or anything similar on harmattan may void warranty.
