You'd need to educate people about the fact that a cell phone these days indeed
is
a personal computer, and that its OS and software can be updated, so that you don't need to buy an entire new device just to upgrade.
However, it seems like manufacturers like to keep the people ignorant. They lock down their devices more and more, making it very hard to switch OSses. Take Windows for example. They require secureboot to be present, and for ARM devices they even lock it down. Of course MS makes sure that users don't even notice it when running Windows. But try to switch to something else and the fun starts. Sometimes the UEFI is simply botched so much it only can run Windows...
I want to buy a new laptop. But I
will not
pay for Windows. That really limits the choices to about... uhm.. zilch. Nada. Bupkis. Currently, in Mobile and Tablet land, the situation is even worse.
I'm afraid it's up to politics to force and open up devices, make sure warranty is correctly handled, and educate the people about the alternatives. But that's a looong way ahead. As it is now, even public media here in the Netherlands force the use of the Play store to get to Android apps, they require the use of Twitter and Facebook to communicate, etc.
