I think it propably cannot ever go so flat it would not do even single blink, unless the battery is damaged somehow.

One thing you can do, is to start flasher, then connect the device to cable, then press and hold down the power button for real long time, I think it is about 30 seconds or so.
After some time the flasher will recognize the device and start, only then you can release the button. This should work always, no matter what, if you do it correctly.

I have found out that some cables might be OK for charging, but NOK for flashing or communication. Don't really know why but it just is so.
