I think it's smart because they want to make sure the Android experience improves over time...
They need to actively support both* (but much more emphasis on native, + html5 longer-term), if they have a Android env. that's pure crud it'll be much worse than not having it at all.

*sadly that's the position they find themselves in, even with their tiny resources :-/
