As to the headline - from the description it doesn't sound like the osso-gpsd 1.0-25-jku0 (leap year fix) is broken: osso-software-version is. The way you have numbered your package is perfectly as it should be. A bug report should be raised against osso-software-version or whatever package depends on the _exact_ version of the original osso-gpsd.
