Thanks for testing. Did a bit of search on the web on that. Without a SIM, these numbers should be reachable. With a SIM, it is narrowed down to relevant numbers. I see 08 mentioned twice in http://en.wikipedia.org/wiki/Emergency_telephone_number, so it is not very common.
