I have the firmware update problem again, this time trying to go to 1.14. from 1.13

I ran rockwatch with logging and got:

Rockwatch doesn't finish the install, the pebble returns to the menu (with a small font and no icons) and the spinner just keeps going in rockwatch until I kill it. I've tried the update a dozen times with various combinations of factory resets and power-offs but I still get the same problem.
