I see. I haven't myself seen such problems, but I have only tested with Google Talk account.

It shouldn't be a problem adding such delay, I don't think anyone would mind even if chat account operations had such delay. Of course nicer still would be to have a configurable option. Even nicer would be to have in rule settings a possibility to add "Delay" before running actions.
