The correct way should be to use ScratchBox - either in VMWare SDK image (which still can be found over the inet if searched for) or an chroot installation.

And what I've to do to flash it on my phone?
As you'll have .debs produced as a result of the compilation (or rather as a result of dpkg-buildpackage...), you simply have to install those .debs on your device (kernel-power, kernel-power-modules, kernel-power-flasher). There are more complicated ways as well - like using the flasher.
