Unfortunately I was not able to reproduce my "workaround" and it seems that the behaviour is much like in your case.

I only have problems with those contacts that do not have set their own picture and should get their picture from my people app.

Also my contacts come from Google and I wouldn't be suprised if this would originate somehow there. I have had a lot of contact picture sync issues via google, but that should go to another forum...
