Everywhere a time is written, it is using a 24 hour clock ie: 15:13 instead of 3:13PM. In the US, the standard is a 12 hour clock, not like the rest of the world where a 24 hour clock is more common. It is, obviously, easy to figure out, but it would be better if we had the option of using our country's time format.
