I just needed to run apt-get update manually, and it worked, thank you.

For future reference, the PR1-3-1 OTA update consists of the following packages (including md5sum values):

c17e8df77a907050ef2c0151eb6144e9  mp-fremantle-generic-pr_21.2011.38-1_all.deb //This is for the Global Region (mr0) firmware
Notice that the last archive will be different if you don't have a Global Region (mr0) rom.

You can save these deb archives and then update after a new flash without connecting online.

I would attach an archive with the deb files, but I'm almost certain that would be illegal (stupidly so, but still).
