Yes, as long as it says "Nokia" or something else "not-Amazonish" on the device, and it otherwice conformed to the Google rules & specifications. (amended here by the last chapter in this mail below...)

There's no such things as "rules" here really, it is not like we are talking about the laws of some country!
Google (and any other businesses alike) are free to define their relationships to other businesses case by case. Even as it would seem to "violate" somebody's business. Remember, there's nothing here that matters except what gets written under the line at the end of the fiscal year.
