In my opinion, each of these reasons makes a half of the decision - the provider argument does not apply to the tablet to such extent as to the phone, so that may be the reason to risk it. Don't forget that opening new market is not that easy - you need to secure warranty repairs which may be costly if there's not enough buyers.

Don't get me wrong, I have nothing against the US (quite the opposite as I have spent a good amount of time there). I know the situation with service providers is slowly changing, but it is still very different from Europe. For example, I don't know anyone (!) around me (not a small circle) who would have a cell phone from his/her service provider. Service providers do offer cell phones, but it is just not the habit for most of their customers to buy it from them.

You're missing the point. That is the reason. They are mostly (not completely) irrelevant in Europe (and possibly other markets) but not in the US, since the situation is still very much different over there.
