That used to be so in the eighties. It was called CSMA on ethernet and token passing on token rings.
However now all LAN's are switched with enough backplane capacity and it does not apply any longer. (unless you are still running on 10Base2 coax or TP with hubs?? )

One exception though, WLAN's are still running a kind of CSMA which explains why lots of terminals on same segment starve down bandwidth pretty quickly
