It is just as @peterleinchen explained. Fractional Transfer works so that first all candidates are weighed based on the order of all the cast ballots, then when someone reaches election treshold the surplus votes that were cast for that candidate are divided to other candidates, and this is continued iteratively until the set number of candidates (here n=5) have reached treshold.
