In my moderately educated opinion (IANAL, but I have quite heavy contact with law, lately), part of this paragraph about executing Council's ruling is an absurd, and is completely contradictory to what Board can do, legally (as Council doesn't exist as legal body). Part about executing GA ruling is, of course, valid.
