Try to get the following package from Fedora repositories:
joystick(armv7hl-32)
Like, here (not sure about version): http://rpmfind.net//linux/RPM/fedora...5.armv7hl.html

I would expect it to work out of the box, since it seems to be command-line utility, not GUI thing. But, dependencies and versions are tricky.
