Paypal doesn't... but you can pay by credit card through Paypal. Then if things get bad you just call your credit card company and dispute the charge... At least it would give you second level of protection.

Anyway, the easytobuy seem to be a store front end for people to buy/sell stuff. You may like to ask seller a question(s) so that he'll send you answers using his real email. Just checking the email headers you can find the email originating IP address and I'd be surprised if it is not originated from some country in Africa...
