There is NO particular will to punish tor users, but, on the other side, there is no will to whitelist some ip that has been recognized as well known source of attacks.

(This should explain how tor users appear on the web. Yes, they are hiding their identity but they are also appearing as the less desirable users that a web service could have, mixing their requests with a lot of _well_known_ malicious traffic)
Hmmm. Here is what I got in my noob brain from the above post. The many times I could browser maemo.org services with tor enabled was because the exit node must have not been blacklisted. Is that right?
