How well an object floats depends on its specific gravity. If a zombie is very dry (quite feasible, I'd think), then it would float quite well. Also, some scientific research is required to find out whether zombies need to breathe. Anyway, your suggestion that they could walk on the bottom assumes that they don't. So a floating raft made out of zombies is not too far-fetched.
