Go into privacy settings, as well as Cortana and share your settings there. You might not have a MS account, but there's other systems still reporting.

And if you have a tablet and occasionally use pen/handwriting, double check your settings there too. And if you use Skype, make sure your setting there are not sharing your wi-fi passwords to your contact list.

And if you're none of the above; check the update options and make sure that you're not sharing bandwidth and updates via your network to others and reporting out there as well.
