There are no Windows developers for the tablets because it is almost impossible to use Windows for tablet development. If there was a viable way to develop under Windows then I think there would be more tablet developers.

Even Pluthon, which is supposed to obviate the need for Scratchbox, only runs on Linux. I am pretty sure it could be made to run on Windows.
