There is such a thing already, well sort of. Not a desktop widget but a status menu plugin. It adds a line to the status menu with three buttons for GSM, WiFi and Bluetooth. It's called Advanced Interface Switcher. If you want to duplicate the functionality, just look it up. It is a set of Python scripts, it should be easy to work out how it works.
