Mmh, sure it does. If it didn't, how could it carry off mass from an evoporating black hole?
(altough here you need to remember that mass and energy are equivalent, so some subset of the outradiating set is just energy without mass and some is mass without energy, and pretty much everything between...)

Now's my turn to ask; What is the energy/mass distribution function of the radiation?
