The entire sentence read: "We do not have a concept on portioning nor cuisine..."

The negatives in that sentence would be that Americans do not have the concept of portioning as well as no concept on cuisine.

American cuisine is a real thing, but stereotypically, it's relegated to hamburgers, pizza, french fries and other fattening foods.

So why not point out the worst of the bunch? Deep fried county fair foods?
