On the other hand, it's not at all unusual that some things are prepared in secrecy and announced publicly only after preparations are already underway. If machinery has already been ordered and they are setting up the production line, if the components have been ordered and if the product itself is ready to be built it may be possible to pull it off. However, I remain skeptical until I see things happening.
