Yes, perhaps. But, MAC addresses can be spoofed. Certain NICs allow their MAC addresses to be changed via software.

Security through MAC filtering should be one layer of a "defense in depth" principle...MAC filtering, WPA2 (or better, RADIUS), VPN, firewall, etc.
