I'm not sure about Indian laws/taxes but even if you buy something for personal use you should be able to get tax back once you export that goods out of the country. I was shopping in Austria and Italy for ages as private customer and I was always able to get VAT back next time I went there. Not all stores are tax free but in those that are it was never a problem.
