It is intentionally difficult to change the US Constitution. But also intentionally possible to do so. The most recent amendment to the Constitution was adopted in 1992, having originally been submitted in 1789.(!!) Most are adopted or rejected in a much shorter time period, however, by means of "sunset provisions". Currently, 4 amendments are pending ratification -- including one from 1861 that would prohibit the prohibition of slavery BTW, the US constitution was initially ratified in 1787, not 1798, I'm told. <Dr. Julias Hibbert Voice> Perhaps this song will help.</Dr. Julias Hibbert Voice>
