So I would understand that as the funding goal and quantity were in accordance to what was possible to do at the time, but right now, due to end of year coming, the companies are privileging high orders count as there is more work than they can do.

Then, about the question if that should have been anticipated (if it is exceptional or like this every year), I don't know enough of that business to know... Maybe they expected to go before this, and got some delays...
