Turned out that I had used an ActiveState Python installer that didn't have everything -- it didn't put *anything* in the Start Menu (that was the tip-off) and didn't have manuals, help, ... nothing but the basic program to be run from the command line. It took some fiddling once I had the more complete Python installation, but ... success! How sweet it is.
