nthn: I sometimes stay on outdated versions, not because of a reason like that, but because they port on whatever device I've been using hasn't been updated to the latest version. (Or because I'm afraid installing an OTA update will break my device again - most recently, updating to 3.0.1.1 on my Xperia X broke all terminal apps, the ability to SSH into the phone, and the ability to install or remove applications, so I think I need to wipe and reinstall yet again - except the Sailfish X image I bought is like six versions back at this point, so I'll then need to spend the next day installing updates...grumble, grumble.)
