Is the Internet Tablet operating system (inc. the kernel, the GUI and bundled apps) entirely open-source?

For example, I read about people wishing that they could lock the gadgets on the home screen - is this really something that the community cannot fix, only Nokia?

I'm actually a pre-newbie, as I don't have a NIT yet, but I'm thinking about it...
