Yes, CMT can't be downgraded. In my case, (on PR 1.0) to make CMT working I needed to flash CMT from PR 1.3, that worked. CMT from 1.0 gave error, the same situation like flashing EU PR 1.3 over CN PR 1.3.
And yes, that's not for beginners. I had time and old N9 in bad state, so I took a chance.
