1. yes, to center the view on current GPS position, press 'g' or press the satellite icon on the toolbarf.

2. Yes, the GPS position can leave the road. Your car won't leave the road unless your too busy playing with your tablet to steer. ;-)
I'm exploring a 'snap to road' option, but right now it's alpha (i.e.- broken)
