I think you might be a little confused on what the purpose of the OTG dongle is. It is mainly used for connecting to a file system like a thumb drive or hard drive or other supported device. I think some people have like a network adapter they have compiled drivers for and can plug into a powered hub. In order to connect to your phone via usb and use the internet, you would need to compile the drivers for your phone connection as far as I know. It would probably be easier to set up a bluetooth DUN connection to your phone to connect to the internet.
