If this only happens when plugged in to AC while off, you can probably ignore it. Plugging in even while off, activates the bootloader. You can see this if you're booting from MMC especially as when you plug in the boot menu appears. But no matter what boot you choose, it'll shut off.

You should be able to simply unplug from AC and hit the power button.

p.s.- Best thing to do is leave it on always. Your tablet uses more power when booting than it'll use sitting idle and on overnight or even longer. Counter-intuitive, but true...
