Well, it has taken some time, but Nokia has hired Andre Klapper and Karsten Bräckelmann, two experienced "bugmasters", to improve the Bugzilla situation. The two will be working part time each to achieve the equivalent of one full-timer.

Andre, already, is certainly saying the right things.
